DICOM是设备、软件之间的通用语言，在没有DICOM之前，爪哇的设备和中国的设备是不通的。即使没有DICOM，可能也会有MIEM(Medical Information Exchange And Management,自己编的)等协议出现，所以说DICOM的出现是技术发展的必然。柏林墙都倒了，世界都是平的，医疗设备，软件间通信也应该是国际化的！

我们为什么要有DICOM？
设备间互联互通的客观需求。
DICOM给我们带来哪些方面的变化？
内容(图像，报告等)，传输（工作流），显示，图像处理，内容分发等。
我们常说的DICOM3.0其实是一个不算特别清晰的表述，因为之前根本没有1.0 2.0版本，只有ACR 1.0等。
DICOM的最新release版本是2011版，DICOM标准委员会共有28个工作组（WG），如下：

这些工作组负责各自领域内标准的修订和更新。待修订和更新完备后，DICOM标准委员会将会发布新版本的DICOM标准。有兴趣的可以去看一下dicom委员会各工作组的工作日历(http://workspaces.nema.org/dicom/Lists/Calendar/calendar.aspx)。
在工作组的努力下，每年保持10个supplement、100个correction的更新。

第一章是对整个DICOM标准做一个简单介绍，相当于前言部分。
第二章是DICOM一致性声明，第三章是各IOD的描述，第四章讲述DICOM服务类，第五章是编码，第六章为数据字典，第七章第八章为DICOM中的通信模块。这也是DICOM中最核心的模块，IOD和服务类以及DICOM通信。一般的DIOCM图像库中，核心部分都是Data和Net包。
