Windows7(64 bit)下Form Builder的安装和使用还是有很多问题，暂时好像也没有太好的解决方案。
这里推荐一个的解决方案：微软提供了一款虚拟机软件(Windows XP Mode),虚拟机为XP系统，我们可以在虚拟机里安装Oracle Developer Suit10g.

当然你也可以使用其他虚拟机软件，比如Oracle VM VirtualBox,Vmware...但在体验上，个人感觉还是微软的Windows XP Mode性能更佳些，毕竟是自己的操作系统。
