ArcGIS server 发布KML服务的时候，默认是Google Earth使用，注意选择Google Map
谷歌地球kml提交网址:
1.确保kml格式正确。
2.kml文件必须上传到公网空间。（可以通过ip地址或者域名访问的）
3.将这个kml文件在这个网址进行提交http://earth.google.com/intl/zh-CN/submit.html（提交并且通过google的验证）
