解决方法：

select * from nls_database_parameters t where t.parameter=’NLS_CHARACTERSET’

or
select * from v$nls_parameters  where parameter=’NLS_CHARACTERSET’;
查询值为：ZHS16CGB231280

然后查看注册表或者环境变量下面的NLS_LANG属性，修改成与数据库中的字符集相同，然后从新导出问题解决。
